Those who don't want to add the expense of building an attached unit directly to the house. When attached to the house, there are many more parameters and requirements as they are considered an actual addition to the home.
This is up to the municipality. Some are more strict than others and not all consider them the same. It can go by type of structure, lot size, other structures present, size, etc. Many consider them an "accessory building." We often see 100sq ft as the maximum size allowed but again, it varies and there are some that allow larger or smaller.

Those without the space for a larger unit or who just want a quaint catio off a window opening.
Smaller than a full catio with possibility of multiple levels and lengths. Size depends on exterior wall of home.
